The United Kingdom is only 10% fluoridated:

GNN - Government News Network: "2. Today in the UK more adults keep more of their natural teeth for life. Since the 1960s the proportion of adults who have their own natural teeth has risen by 65 per cent and on average those with natural teeth have 14 per cent more of them.

3. An even bigger improvement has taken place in child oral health. Since 1973 the number of 5 year old children experiencing tooth decay has fallen by 50 per cent.

4. In 12 year old children the improvement has been even more dramatic. In 1973, 93 per cent of 12 year olds had tooth decay and by 2003 this had fallen to just 38 per cent. Children in this age group now have the best oral health in Europe."
