"Case in point: While there were 548 dentists in Winnebago County in 2004, only a quarter of them accepted Medicaid patients.

“When screened by the [fluoridated] (Winnebago County)Health Department, 35 percent of students are in need of routine treatment, and 4.9 percent require urgent dental attention,” Cowen said. “Preventive care, including dental sealants, would go a long way toward better teeth for our children and youth.”

Dental care, or lack thereof, was one of three points Cowen highlighted during a news conference "
